Yesterday, Thursday, July 17, 2025 US representative Maxine Waters, a veteran Democratic Party leader, took to the floor of the U.S. House of Representatives to warn her colleagues what's at stake with passing H.R. 3633, the Digital Asset Market Clarity Act, a bill written by cryptocurrency lobbyists.
Here's what she had to say.
U.S. Representative Maxine Waters: “A vote for HR 3633 is a vote to give Trump the pen to write the rules that would put more money in his family's pockets.”
The Clarity Act allows Donald Trump and J.D. Vance to be unique as the only officials in the US federal government allowed to run cryptocurrency businesses that accept bribes from foreign governments.

HR 3633 confirms Donald Trump's executive order to take away from the Securities and Exchange Commission the power to regulate cryptocurrencies and leaves in place only the Commodities Futures Trading Commission , for which HR 3633 fails to provide any money to actually regulate cryptocurrencies.
HR 3633 deregulates cryptocurrencies , allowing cryptocurrency scammers to go free, unrestrained in their exploitation of American investors.

Economists warm that HR 3633 repeats the mistakes that came before the economic crash of 2008 and the economic crash known as the Great Depression. Both of those calamities were preceded by massive financial deregulation of the sort that we see in HR 3633.

HR 36333, also known as the Clarity Act, passed by the U.S. House of Representatives this week, reaffirms the framework under which foreign governments are bribing the United States President.
